Excessive force the guy was already on the ground and not offering any type of resistance whatsoever #1, #2 the other officer present could have easily helped the officer choking him to cuff him so no force was needed.Hopefully if he gets a good enough lawyer he can sue their asses and they fire both cops, because the other cop even if he didnt do a damn thing is fucking guilty by association
